Rubber Cement can work. I patched this 24" using it. Got to about 33" before it popped. The area the balloon was patched was perfectly intact (it popped along a flute line).

Some years ago on C&B someone posted instructions. If I remember correctly:
      1. Turn the balloon to be patched inside out.
      2. The patch (from a popped donor balloon) should be as perfectly round as possible, and be about 1/2 inch, 1-1/4 cm, in diameter.
      3. Clean the area to patch, and the patch itself, with alcohol.
      4. Apply rubber cement to both the patch area and the patch. Allow to dry,
      5. Press the patch (cement side down) onto the patch area. With the back of a spoon, press the rubber completely together.
      6. Apply talcum or corn starch to the balloon to keep from sticking.
      7. Turn balloon back right side out.
      8. Wait a day before inflating.

I patched a 646 balloon that developed a pinhole this way and it held well.
