I think from memory, it has a code on each bag to say when and where they were packed. From experience, I bought a few 25 bags of Onyx Black Q24s during the summer of 2007 / 2008. When inflating them around 2013, they blew up extra big, but they don't inflate firm, more like if someone blew up a plastic bag with low pressure. You can keep pumping, but they stay at this soft yucky pressure; as you keep inflating at 24 inch 28 inch 32 inch and you'll get a soft woof at some random oversize around 32 to 36 inch, rather then a pop.

These balloons are from 2016. They inflate fully and have no noticable signs of breakdown. I am in Canada. I am open to offers. Please feel free to inbox me with what you are willing to offer. Thanks!
