I am pretty sure it ain't, as pigmentation dots are very rare, unlike those thin spots, that are waiting to pop the ballon.

The photos seem to be taken using a potato and I can't see well, so can't tell. For me, it looks like a very common thin spot.

That is definitely a weak spot, even with the camera shot, i could see it far away. The think (weak spot) is growing as you blow it up, (of course if it stayed the same, then maybe) but that itś going to pop with some pressure, so be careful!

I’d guess it would last a round of play without too much worry. I’d be reluctant to reinflate it, though.

This is what Balloons United told me:

Little windows or thin spots in the balloon’s latex skin don’t have any negative effects on the quality of the balloon. By now we made the experience with numbers balloons that affected balloons can be inflated and used without any problems or limitations in their durability. Smaller irregularities such as air pockets in the latex skin or light folds can just come up and aren’t a defect. This simply is a part of the production and storage process.

Well i have experienced a GL1200 balloon from rifco that popped as soon as I sat on it.
It was while i was going to float on it on the lokal lake.
The other time was a Cattex GL1200 that i discovered two pin holes by the neck when i inflated it.
              But it's a rare event
They usualy hold up nicely for at least two or tree floating trips that usualy last one or two hours, before popping

I noticed those weakspots in pastel tuftex, i didn't overinflate them and I played with them, without abusing and a bit scared, for 2-3 days, but all went as well. I don't know if I were lucky.
I want to live surrounded of big and colorful balloons

Yeah, i see this to at the pastels. Didn't have any problems to blow them tight. Though a 3x times blown balloon burst 5 min after knotted.

Balloons are not easy to make perfect
                    Just enjoy them

They can’t be perfect as you can’t expect a
                    Company to inspect each one

By law condoms have to be inspected imdixially for
Obvious reasons and that’s why they are so expensive

There is nothing expensive on testing condoms. It's just simple and convenient to push prices to the extreme, because you know, everyone needs them. (They really try pushing prices of condoms here, there are "wow" type of price differences between places: Like from a €1 to almost €4 for the same pack of three).
